Bugfix: Megaman 64 graphics #168

Compatibility list claims that Megaman 64 is very playable, I'm very
pleased with how well it runs compared to other games, but there are a lot
of missing video effects like explosions, lasers, and shock waves which
makes the game more complicated, and once you reach the second part of
Megaman Juno (final boss), there is an attack that he does that will
suddenly drop the games speed from 100% to about 15% for a split second
then the system will give you a code dump error, so the game cannot be
completed as is...

The graphical issues are related to Issue 97, the rest will need to be 
investigated.
Please provide a save file and save state with instructions on what to do just 
before
the issue occurs.

Thank you emukidid! All I had to do was turn on Framebuffer Textures. I can get
through the attack just fine without freezing the game now.

I still can't see the missing explosions, lasers, shock waves, etc but if you 
need a
look at that for a further update, you can see what I mean by just playing the 
game
in general.
