Bugfix: Motion Blur Effect missing #234

What steps will reproduce the problem?
1. Start Majoras Mask
2. Watch the Flying Mask
3. Watch the Intro of Majoras Mask (especially when Link is turned into a Deku)

What is the expected output? What do you see instead?
The Mask and the Transformation Scene for example have a Fuzzy and Motion
Blur Effect on the N64/Virtual Console/Gamecube Special Edition.
These Effects are missing in Wii64. I believe in some other Games this
effects are missing too. But Majora's Mask is the obvious one.

What version of the product are you using? On which system and loader?
Beta 1.1 (Honey); Homebrew Channel

Please provide any additional information below.
It's just a little bug. Not very dramatic (the game is still playable). So
the priority isn't that high. It's a nice to have.

Have you tried enabling Framebuffer Textures? Does it make a difference?

Sure. I tried different settings. 
Usually I enable FB Textures every time, cause the most games run better with
Framebuffer Textures.

If you are punched by another player/simulant in Perfect Dark, your vision 
should get
a bit blurry. And if they continue to pound you, your vision continues to blur 
beyond
comprehension of where you're standing or going. 

In Wii64, the screen just gets darker and darker with each punch.
