A while back I emailed the NotScripts maintainer with the following link
regarding this issue on my samsung NC-10 netbook screen resolution 1024x600
running ubuntu 11.10 but got no response.

Recently, I reported this identical bug at the 'chromium-browser' bug list.

I'm curious. What's the screen resolution on the Archlinux machine where you
are seeing this 'menu upwards' behavior?
What's weird is that Chromium 18.x and NotScripts 0.9.6 on a different machine
running LinuxMint 12 (all updates applied) at resolution 1920x1080 does _not_
exhibit this issue. I.e., the NotScripts menu drops _down_ as would be
expected.
As noted at the links included above, after downgrading to chromium-browser
17.x on my netbook, the NotScripts menu drops down again as expected.

Just added an additional comment to the chromium-browser bug report listed
above. Screen resolution seems to be the issue here?
After connecting my NC-10 netbook to an external monitor with a 1440x900
resolution and then configuring screen output only to the external monitor,
chromium-browser 18.x and the NotScripts menu _drop_down_ as would be expected!
Added screenshot at the picasweb link mentioned above but here it is again:

Same problem with 0.9.6 in Chrome 20.0.1132.47. I'm using Linux Mint Maya on a
netbook with a 1024x600 screen. The menu opens upward on almost every site I
visit. It's basically unusable.
