Incorrect ascending chimes in Chu Chu Rocket #242

In Chu Chu Rocket ascending chimes can be heard throughout, which is incorrect.

Tested in r78, different AICA buffer options tested. GDI version tested.

It seems to happen to a lot of sound effects in ChuChu Rocket. It's just more 
noticeable with the chimes due to how loud they are.
