White borders around some games (SF Rush, V-Rally etc.)

Some games don't seem to update the whole screen, so white areas from the 
Dreamcast boot screen are left behind in the screen areas not used (see pic).

Happens in several games, most notably SF Rush 2049 and V-Rally, also to a 
lesser extent in Vigilante 8 2nd Offense.

Tested on r78, NTSC-U GDI versions.
