Add savestates to nullDC #306

I know that drkIIRaziel has been contacted about adding Tool-assisted Superplay 
(TAS) features to nullDC. The truth is, the TAS community (TASVideos.org) can 
help quite a bit with that. I've already started looking at the code to figure 
out how to implement various TAS tools. However, without savestates, TASes can 
not be made.   

Also, savestates are a very common emulator feature, and are generally 
considered a plus for non-tasers. If savestates get implemented, I would be 
willing to help coordinate the dev for the TAS aspects of nullDC. Anyway, thank 
you for your time.
