[Xmaple] Set rumble strength through GUI #331

I got a Xinput controller with force feedback recently, specifically, a
Logitech Rumblepad F510. This thing has two honker vibration motors in the
handles, like a DualShock. When I play a rumble-intensive game, the force
feedback I receive is so intense it feels like the controller is going to fly
out of my hands.

However, I have noticed in the config file, there is a way to set intensity and
length (not really sure what length is) through PuruPuru.Intensity and
PuruPuru.Length in the [Xmapple] section.. I set Intensity to 50 (from 100) and
now it's about right. I left Length where it was.

I'm thinking it would be neat to have this as a couple of sliders in the GUI
config for Xmapple, as a menu item near where the Real Frequency Scaling
checkbox is.

Length is a timing option that I left just in case. Could probably be removed
already.

I'll check about adding a slider later or tomorrow.

I forgot Xmaple doesn't even have a GUI to begin with. That's why it was only
on the INI. >_<
