Cant use mapped keys #343

What steps will reproduce the problem?

1: Load NullDC
2: Remap any keys to either alt. shift, or ctrl.

What is the expected output? What do you see instead?

The expected output is: Key respond to what they have been mapped to
But instead I see: Buttons mapped to those keys dont work when pressed.

What version of the product are you using? What build? What plugins?

I use version: r119
I use a *Edit This*Release*Debug*-NoTrace*Edit This* build

I use the following plugins:

PowerVR Plugin: r119
GDRom Plugin: r119
AICA Plugin: r119
ARM7 Plugin: r119
Maple Plugin(s): r119
Ext.Device Plugin: r119

On what kind of system?

My system specifications are as follows:

Operating System: Windows 7 64
CPU: AMD Phenom 2 X2 550be
Video Card: Sapphire HD 4830
Sound Card: onboard
Additional related hardware and/or software: *Edit me*

Please provide any additional information below:

I use a X arcade key interface for my joysticks and just need those button maps 
to work :)
