Can not Download Latest version #451

What steps will reproduce the problem?

Download Latest Version from this Website. Attempt to Extract Files.

What is the expected output? What do you see instead?
What should happen is the files should be extracted and have a size. What I get 
instead, is a error MSG in WinRAR or even 7-Zip saying it is either damaged or 
corrupt. WinRAR says its the compression method. But when I go to the files, 
they all have a file size of 0 and can not be opened.
