Banner frame position is variable while banner position is fixed #191

What new or enhanced feature are you proposing?
Add a new drawing method for the banner frame in order to make its position 
relative to the fixed banner and not defined as x,y,width,height in the theme

What goal would this enhancement help you achieve?
Better looking themes with no display bugs
