Enhancement: FPS Selector #158

hi all, I have a recommendation you do and I would like to you add the option 
to select yourself the maximum amount of FPS. Due to this is when I select the 
automatic limit FPS, the game is very slow, however, when is not enabled goes 
too fast

By the way, your emulator is excellent, allowing me to relive my memorable 
games of the past without the need for PC

I made some test, and the game Dino Crisis 2 PAL with FPS limit goes to 47 ~ 
49FPS and without limit FPS goes to 75 ~ 110FPS

pd: running on WiiSX
