Fix basic video mode forcing (PAL 50Hz, PAL 60Hz, NTSC) #103

What step(s) will reproduce the problem?
1. Use 50Hz projector
2. Load Mario Kart 64 (EU) rom
3. start it using any video mode  -> (false colors)

Use it with Swiss 0.1 -> choose PAL 50Hz -> works like a charm!

What console are you running Swiss on (Wii/GC)?
GC

What version of Swiss are you using?
Lastest release/SVN

What disc was in the drive if any?
Action Media Launcher

What device was the data being loaded from (SD/HDD/DVD/DVD-R)?
SD
