UmpleOnline: Diagram/Example selection tooltip shows up improperly

In umple online, we introduced new tooltips when we either hover over the 
diagram type or example selections in order to inform the users what these 
selections are about (which is a nice feature to have). 
However, when expanding a selection (say the examples selection), and start 
looking into what example to choose, I happen to see that the tooltip still 
shows up. This behavior shall be updated as the example selection is already 
open and I am aware what this selection is about.

What is the expected output? What do you see instead?
We shall add more timeout or interval before showing the tooltip when hovering 
[and] avoid showing the tooltip if the selection is expanded.

The tooltip for the dropbox menus in question now appear above the dropdown 
menu's top entry. This change ensures the tooltip never interferes with the 
dropdown entries, and the dropdown menu never covers the tooltip.
