Asian cheatcode name #347

I want to use asian code name(Japanese, Chinese...), but wiiflow show garbled 
text.
Please support UTF-8 completely.

Wiiflow should be capable of showing UTF-8 characters. Please make sure the 
cheatfile is saved as UTF-8, and that you installed the correct font. If that 
doesn't work, please attach an example of a cheat file with asian code names.

I tested UTF-8 and UTF-8N, but doesn't show correctly.
(Only game title show correctly)

Can you please verify that the font you are using supports those characters? 
The default wiiflow font doesn't support these.

My font supports Asian characters.

I confirmed this issue and found the problematic code, it will be in r-win's 
next commit.
