Be able to override game region for cover download #367

If one had a backup which is scrubbed and region free, then the downloaded 
cover can often be poor quality and have no back cover. If one can set the 
'cover region' to PAL or NTSC or JPN per game, then this setting could be used 
for cover download and the quality can be improved.

The downloader downloads the proper game cover for whatever region and language 
it belongs to.  Wiiflow will not change this behavior, as doing so would 
actually BREAK that ideal process.  It is not necessary, nor a good idea, to 
make any games region free, or patch them in any way besides removing update 
partitions.  Get the covers for WiiTDB and submit them if you want the proper 
ones on there.
