Wolfram includes the source code for its Notation.m package under Packages.

Is the Makebox typesetting in Mathics feature complete enough to support loading packages like Notation.m yet?

I don't know. Why don't you try it and find out?

Currently the Mathics3 project has very few people working on things and there are a lot of ways it can be improved. In open source projects, the code and information is available so that when a flaw is found you or anyone is free to fix it.

And I encourage you to do so.
