Incomplete wikis are listed on homepage and in findwikis API

We shouldn't be encouraging users to click on wikis that aren't ready yet, or announce them on gerrit (which is done via the findwikis API).

Wikis should have a status flag, and if they are under construction, they should either not appear, or be marked as such.
