Find out what parts of a container runtime can be replaced or substituted for our own systems (such as for example its overlay/vpn network to support our relay implementation and overwatch/qos constraints).

Closing this because most of the runtime will be handled by Runc. Ultimately we will be looking into substituting RunC to our own runtime, but we will create detailed issues on that in the future.
