BUG: Xray-core concurrent run #1253

Describe the problem

When i do url test, Nekoray will close current connection, start the url test and reconnect me again, and for next config it will repeat Url-test can be done only on Concurrent 1, if i set it on more, url test result will be abnormal

What is the problem with it, can not run Xray-core multiple times? but v2rayN has no problem with this

How to reproduce

NekoRay 3.25 (Xray-core) - Windows 10 (Tun disabled)

Updated to 3.26 and problem still exist
