Describe the problem
I have VPN servers, one hosted by AWS, another by DigitalOcean, both located in London. The servers are using 3X-UI with vless. On my local machines, I am currently using version 4.0beta2.
The download speeds are inconsistent. Sometimes I get the expected 60/70/90 Mbits/s (with 100 Mbit connection), but other times it is as low as 1-3 Mbits/s. At the same time, connection speeds with the proxy off are as expected. Trying on two diffierent machines in different locations, one machine can has 3 Mbit/s, and the other - 90 Mbit/s. At the same time, both machines can experience the low speed issue at times.
Upload speeds, however, are usually high and show no issues.
At this point I'm at a loss. I've migrated to a different hosting provider (DO -> AWS). I've updated to 4.0. I've updated 3X-UI. Nothing I try helps. I am located in Russia.
Expected behavior: Consistent speed.
Actual behavior: Inconsistent speed
