Non-Staff Should Not Be Able To Edit Events #115

Right now, all users, whether staff or not, can make edits to event suggestions, and those edits are applied immediately. Only Staff should have that ability. Non-staff users should not even have links on the titles of events at this time. For them, titles should just be plain text. In the next version we will create proofreading and commenting features, in which all users may propose edits to be approved by staff.

Events no longer show up as links for non-staff users. Furthermore, should someone manually request either the edit url (/editform) or the actual POST endpoint (/submitevent) and thet are not staff, they will be redirected to /.
