"Needs Presenter" Instead of "Suggested Presenter: " #134

On the homepage listings, events with no one suggested should not say "Suggested Presenter: " and then nothing. Instead, they should say "Needs Presenter" or "Needs Performer", based on the event type (see issue #133).

I think this can lead to a feature that allows logged in users to volunteer to lead a panel that has no presenter. For these submissions, we shoudl show a button or link that can spawn a confirmation window so people have a chance to say "oops!' before they sign up to lead something. The original suggester probably needs to be able to give volunteer presenters permission to edit the event.. we could do this auto, but it would allow for exploitation if we dont' require human intervention somewhere.
