Sound Manager #2

Create Sound Manager class with support for Background Music, for 2d Sound Effects. Keep in mind the integration of music and enemy "spawning"

Sound effects are put on the back burner. When they do become a priority we need to keep in mind that they will likely outlive the entities that spawn them (I feel like dying is going to be 75% of the sfx)
