Hey @brunoqc, do you have any versions of the .NET Framework installed on that machine? If not, do you want to put either .NET 4 or .NET 4.5 on and see if that works?
I have .NET 2 SP2, 3 SP2, 3.5 SP1 and 4.
I'll try with 4.5.
It seems I can't install 4.5 on Windows Server 2003.
Ahh I see what your problem is. In Windows 2003 the "UTC" timezone does not exist. It is called "Greenwich Standard Time".
Try Convert-TimeZone -DateTime (Get-Date) -ToTimeZone "Greenwich Standard Time"
