FuzzyLeo has added to this by suggesting that this be implemented with a toolgun in the spawnmenu and have the user able to select existing lights to modify them as well as delete and add new lights as well.

From what i know of how the tardis lighting works, i think its possible to add a custom lighting system, you could do this by giving the player the ability to modify existing lights, add their own, and change the light level (with lighting override)
I think the best way to implement this would be to have a separate thing in the toolgun area of the spawnmenu (like the performance one) and inside that would be a list of all the existing lights (if they are not named they would be numbered), the user would be able to select each light and modify the brightness, range, and colour values, along with position (all of these except the colour would be done through sliders, with the position having x y and z offsets) The user would also be able to spawn new lights (they would spawn at the door as that exists in every interior) and can be modified in the same way. Finally there would be a colour selection box allowing the user to change the colour and brightness of the lighting override.

Add a way to modify the interior lighting. This would involve changing light colour, flicker style, falloff and falloff type, as well as possibly light position.
