Remove 411 2IC Position from application form #16

On the "Apply for Position" Form the 411-Alpha Squad 2IC Position is listed as available.

Currently Greener is the 2IC for this squad.

Done, also removed all other positions as they are not open at the moment. Web form is still up, and more positions can be added as required.
