Possible desync issue #11

A user is reporting in the steam comments for this mod that it may be causing desync issues as of latest builds of Stellaris. This may warrant further investigation.

FYI this isn't the Stellaris mod, it's a related Windows executable, it's not guaranteed to not cause desyncs either.
