Add discord and discource link for LLVM community #18

Now Most of the community members use Discord for chatting instead of IRC.

Thanks! As IRC is still on the official webpage (under "Useful Links", https://llvm.org/) I prefer to keep it as is. Adding Discord and Discourse may be a good idea, but we should probably use more descriptive names; perhaps:

Discourse (Discussion Forums): https://llvm.discourse.group/
Discord (Chat): https://discord.gg/xS7Z362
