Data validation pipeline #2

Hi, considering what it is being done with the data validation pipeline for the hdruk_avoidable_admissions_collaboration project (https://github.com/MattStammers/hdruk_avoidable_admissions_collaboration_docs), I can start working on the pipeline for this project, following the data dictionary at Appendix 2.

Go for it. We are getting close with the acute admissions one and this repo is a bit comparatively neglected at the moment. Hopefully that will change soon.
