Add new datasets from this year's CCSO Open Data Refresh #178

Per the Open Data refresh, it looks like there might be some changes to parcel characteristics and they've added

parcel addresses,
parcel proximity (to amenities), and
commercial valuation data among some other tables I'm not immediately interested in.

Also, per a recent chat I had with Dan Snow at a ChiHackNight event, the CCSO has migrated from GitLab to GitHub.
