This will most definitely use Sphinx.

[ ] Add "documentation only" flag in CMake
- This will allow docs CI job to skip build dependencies
- WASM binaries can be pulled in via needs

It will probably be easiest to prototype this in a separate repo which is a clone of this one. That way I do not pollute my release history / pages with many failed attempts.
