File attachments on site

I just tested with uploading a file no several different pages (forum, 
documentation, etc.) each time I upload a file it doesn't have permission to 
download.

Also the files do not appear in the sites/default/files directory on the server.

Any ideas??

really weird. the uploaded file does not have right permissions, so
you cant download. I changed the settings in
http://www.red-r.org/admin/settings/file-system to allow drupal to
manage the downloads. it works now.
