Run alpha particle relaxation case with Nanbu #22

Repeat of issue #21 with Nanbu and multicomponent plasmas.

Code is running with a very weak maxwellian distribution in the background species. Stationary background is not possible because the two species collide and break the collisional operator.

I am running ions and electrons separately because for some reason the combined simulations are failing to produce results.

Ion simulations now run - I had an issue with integer overflow. Now going to see what it does to electron simulations.

The error I observe in electron simulations can't be to do with the simulation type, because it's observed in both T&A and Nanbu... so my relaxation rate must be off?

These simulations have run and produced reasonable results. I'm going to need to do another pass at the Nanbu solver to iron out any issues. Then it's time to generate some final results.
