Add Arabic translation link

It is only a partial translation (it only shows static mark up), and it is 
inside a forum post (which could be archived and have non-related content in 
the thread etc).

We are happy to include links to translations, but they should be a full 
translation of the documentation page and be held on their own page.

Fell free to let us know if you have a new link.
