Config file should come from default branch #1

The config file should be pulled from the default branch or the target of the pr. Right now it comes from the current branch where the PR is created from

The configuration for the action is now stored in the workflow yaml. That comes from the default branch. This issue will be relevant if branch specific configuration is added again in the future. Closing for now.
