Does CZ use other date format for offset?

Seems to be due to their unusual server setup (PostgreSQL and not MySQL, and 
their MediaWiki modifications).

Product     Version
MediaWiki   1.16.2 (CZ modified) (r235)
PHP         5.3.5 (apache2handler)
PostgreSQL  8.4.4
