Get index.php URL from API #49

When API is provided, dumpgenerator shouldn't try to guess the URL of 
index.php, it must take it from the "script" value in 
https://www.mediawiki.org/wiki/API:Meta#siteinfo_.2F_si
I'm currently getting a lot of "Error in index.php, please, provide a correct 
path to index.php" from my chunk of the list of 7000 wikis (e.g. 
http://ctl.mesacc.edu/wiki/api.php).

This would (possibly) be helpful also for http://editthis.info, where the 
index.php URL attempted by the script returns a 404 error (they use some URL 
rewriting for which you have to use parameters directly after the root dir).
