Cancel order change #45

Apparently this was not coordinated with the commit in https://github.com/harpagon210/steemsmartcontracts/commit/a0d714c69bbf3c6505e4b241609dae363f67b4ae at all, resulting in the inability to cancel orders when ref block 31991320 arrived.

I tested this change locally and it works as expected @MattyIce Would be great to get it released ASAP.
