Blinking signals #46

Signals have a number of LEDs that can be switched on and off corresponding to the aspects of the signal. Presently, the only valid states for LEDs are "on" and "off".

In addition to this, a "blinking" state should be added. The blinking state could also be used by "special" signal aspects like "unknown" or "overrun" (#47).

Implemented and updated example configuration files. All lights signals have now by default 3 aspects.
