Review MIN_ARDUINO_POWER #69

Some user experience that there is no reasonable way of configuring the speed within MTC4PF in certain situations. This might be caused the present value of MIN_ARDUINO_POWER, which is 400.

It might be better to set it to 0, and add some more comments to the example configuration files.

Changed MIN_ARDUINO_POWER in the code to 0. Need to do some regression with the example trains, but basically it should be better than before.
