mtc4bt: Confirmation or warning when reading a configuration. #76

In my opinion that should have at least given a warning, something like: found a locomotive configuration file, but no loco's in it.

Or after reading the config it should dump the locomotive name(s) and address (es). That way you have some kind of confirmation

Also when there are no locomotives in the configuration file, it will not scan for devices.
