Globally unique and persistent identifiers for metadata #450

Description

Request to have Mauro use unique, persistent identifiers for metadata in order to:

provide urls to users that resolve to metadata regardless of its label
update metadata labels between versions

Additional context

The current application provides links to datasets that either contain the name of the dataset or a UUID that changes between versions.

Hi @GBishop-PHSA - this is a good idea and something we've thought about too - thank you for creating a ticket. We do have a DOI plugin which you might like to investigate that achieves something similar, although minting DOIs may not necessarily be a sensible solution for everyone. https://github.com/MauroDataMapper-Plugins/mdm-plugin-digital-object-identifiers
