Config Browser UX enhancements

Collecting a few different enhancements into one issue. These all have to do with the Config Browser on MavenWorks Standalone (where available). There's some UX snags that would be nice to sand down so that we can be more efficient in working with dashboards between multiple people.

• "Save As" and "Rename" actions should have pre-filled dialog
  • Right now they appear as empty text inputs, meaning if you want to add " Copy" or " 2: Electric Boogaloo" to their original names, you need to copy+paste or type out the full original name
• Name entry allows you to give the UI invalid names
  • This causes problems, so we should be more proactive about this in the UI
  • ...at least until the config manager matures
• "Open in New Tab" action
• "Duplicate Dashboard" action
  • Usually it's nice to work on a copy of something another user is looking at
