Problems / Issues when send "Ñ","ñ", and words with accents

I have php web services, that select, insert and update to mysql.

What steps will reproduce the problem?
1. Send something like ESPAÑOL or Constitución to a php web service

What is the expected output? What do you see instead?
Send ESPAÑOL and insert or update ESPAÑOL and not ESPAÑOL.

What version of the product are you using? On what operating system?
The last.

Please provide any additional information below.
I'm trying to convert string to base64 and then in php decode base 64 but, the 
same problem.
