Reproduction steps

1. tried run the apps as admin
2. still no chance get gpu detected

1. using ryujinx 1.1.1347
2. totk 1.2.1

Found a "fix". Downloading the zip instead of the exe works with no issue for some reason. While the exe just closed, the zip one says "gpu not detected", but then actually starts, even if no gpu is detected
