Bugfixes in bindings:

Fixed #127 by loading libraries using MSBuild target in .NET Framework 4.6.1+
Fixed #129 by updating GDAL to 3.9.0

Changes in build system:

Moved to Github Runners, leaving only one self-hosted runner for linux/arm64
MacOS: Min target Mach-O version in libraries is set to 11.0. Related to #109
Shared drivers list was updated in tests
GDAL 3.9.0, PROJ 9.4.0
