Updated GDAL to 3.9.1
Updated PROJ to 9.4.1
VCPKG version - 2024.07.12

Windows runtime

Fixed DLL packaging inconsistency. Now, all dependencies are packaged relative to the LDD output. The build system is using the correctly configured PATH variable. The order is as follows: GDAL, PROJ, VCPKG, GisInternals SDK, System.
Fixed #137

MacOS

Fixed build issue with libtool in CI. Added verbose logging of build errors in VCPKG.
