[BUG] Missing deps in Windows runtime (3.9.2.259 and 3.9.3.266) #162

Due to the test misconfiguration in CI, the release was affected by false-positive results. The affected versions' runtime packages don't contain the driver dependencies for Windows runtime. The fix is underway.
