[Driver request] Poppler library #169

Hi! Is there any chance you could update the poppler library? Ref this issue: https://github.com/OSGeo/gdal/issues/11263

@OWiger These packages were not configured against poppler. Only the windows runtime hooked up the library from GisInternals SDK. This discrepancy was not raised before as in result we still have PDF using internal GDAL driver.

I can try to compile and add poppler dependency from VCPKG source and consolidate the usages.
