Update packages to GDAL 3.3.3

Added KML driver support (libkml from vcpkg)
Added missing openjpeg on windows.
Synchronized number of drivers for runtimes. Enabled some drivers on linux to archive this. Now we have 210 configured drivers. DB2ODBC is not available on linux.
Restored tests on Cyrillic's characters in path.
Naming changed: Done some refactoring to configuration methods. Proj6 class is deprecated use simplified Proj.
Targeting .NET6. Removed deprecated netcoreapp2.1 TMF.
Improved VCPKG packages source control fetch pipeline in nmake.
